- RC2025 01 Resolution on Child and Vulnerable Adult Safety Policies and Procedures – REVISED AND ADOPTED
- RESOLVED, that a task force of the Minneapolis Area Synod (“MAS”) be formed to oversee that all MAS congregations and mission starts implement policies and procedures to safeguard children and vulnerable adults, and renew them every three years; and be it further
- RESOLVED, that the staff of the MAS keep records of the policies and procedures to safeguard children and vulnerable adults, (along with their triennial renewal) of all MAS congregations and mission starts; and be it further
- RESOLVED, that the staff of the MAS arrange for annual training and resources for rostered and lay leadership.
- RC2025 02 Memorial on Child and Vulnerable Adult Safety Policies and Procedures – REVISED AND ADOPTED
- RESOLVED, that the Minneapolis Area Synod (MAS), in assembly, memorializes the 2025 Churchwide Assembly of the ELCA to direct that all synods of the ELCA oversee the implementation and maintenance of policies and procedures in their congregations, including regular training and resources, which safeguard children and vulnerable adults; and be it further
- RESOLVED, that the 2025 MAS Assembly memorializes the 2025 Churchwide Assembly to forward this memorial to the ELCA Church Council’s Executive Committee for referral and disposition to the appropriate unit or office of the churchwide organization in accordance with the bylaws and continuing resolutions of this church.
- RC2025 03 Resolution on Accompanying Immigrants – REVISED AND ADOPTED
- RESOLVED, that the Minneapolis Area Synod (MAS) provide opportunities for continuing education and training for rostered leaders on the topic of accompanying immigrants; and be it further
- RESOLVED, that the Bishop of the MAS appoint a synod immigration task force to accomplish the following concrete objectives: identify increased funding sources and coordinate a synod-wide appeal for the benefit of our new and strategic ministries and immigrants and refugees within the synod; curate legal aid resources for individuals within the synod; and work with the office of the Bishop of the MAS to coordinate education, resources, and funding for this work; and be it further
- RESOLVED, that congregations be encouraged to make use of training opportunities and resources provided by the synod and non-profits serving immigrants such as Accompanying Migrants with Protection, Advocacy, Representation and Opportunities (AMMPARO), Global Refuge, and Lutheran Social Services; and be it further
- RESOLVED, that congregations hold special offerings in support of immigrant-focused non-profits or new and strategic ministries and to pray for immigrant communities in their worship services regularly; and be it further
- RESOLVED, that this assembly urge the Bishop of the MAS, with guidance from legal counsel, to act without regard to immigration laws which are contrary to the 1998 ELCA Social Message on Immigration and the United States Constitution and support MAS congregations which choose to ignore these laws; and be it further
- RESOLVED, that the Bishop of the MAS prioritize the call to action and advocacy for immigrants and refugees at a state and federal legislative level and implement the recommendations of the immigration task force.
- RC2025 04 Resolution: Response to the Destruction of Palestinians – ADOPTED
- RESOLVED, that the Minneapolis Area Synod in assembly memorialize the 2025 Churchwide Assembly of the ELCA to direct the churchwide organization to increase awareness of the need for unity in a region that is home to Muslims, Jews and Christians, and use resources to support efforts that are needed to recover, rebuild, and unify by investing in humanitarian aid and rebuilding of Gaza and other impacted areas of occupied Palestine through support for established institutions and through gifts designated for “Middle East Crisis”, and
- to amplify demand for the US to cease financial support for arms and related technologies to Israel as we rebuke oppression and the senseless deaths of innocents; and
- to reject definitions of antisemitism that do not distinguish between hatred of Jews and criticism of the State of Israel, and all Islamophobia and antisemitism which harms our Muslim and Jewish neighbors locally and globally, and
- to direct the churchwide organization, in accordance with the 2016 screening decision, to ask the ELCA and its congregations to review current and future investments that profit from Israel’s violations of Palestinian human rights.

- RESOLVED, that the Minneapolis Area Synod Assembly memorialize the 2025 Churchwide Assembly of the Evangelical Lutheran Church in America to direct the churchwide organization to address the crisis of Missing and Murdered Indigenous Women (“MMIW”) through the following actions:
- To strengthen education by requesting Augsburg Fortress, ELCA Hunger Appeal, and the ELCA communications and service and justice staff work together to:
- Develop educational resources about the prevalence and origins of this crisis
- Commemorate MMIW Awareness Day annually on May 5
- Promote the wearing of red and participation in educational opportunities and advocacy opportunities for missing and murdered Indigenous women
- To lament and repent by requesting Augsburg Fortress and the ELCA worship staff work together to:
- Provide prayers of repentance and intercession for congregational and synod use
- Plan a public service at the 2028 Churchwide Assembly of lament and repentance that leads to further actions toward healing people
- To advance advocacy and partnership by requesting the ELCA service and justice, witnessing in society, and advocacy staff to:
- Support legislation at state, local, and national levels addressing MMIW
- Collaborate with governmental, ecclesiastical, and non-profit organizations to increase public awareness and provide concrete ways for congregations to support affected families through prayer, search efforts, and appropriate outreach.

- RC2025 09 Memorial on Youth Gathering DEI – ADOPTED
- RESOLVED, that the Minneapolis Area Synod (MAS), meeting in assembly, memorializes the 2025 Churchwide Assembly of the ELCA to request that the 2027 ELCA Youth Gathering Team work with the Minneapolis Area Synod as the synod creates a rapid response team to be available throughout the 2027 ELCA Youth Gathering to increase cultural awareness and decrease harm during the event, and be it further
- RESOLVED, that the Minneapolis Area Synod (MAS), meeting in assembly, memorializes the 2025 Churchwide Assembly of the ELCA to request that the ELCA Youth Gathering Team continue to expand and require all gathering staff, volunteers and participant leaders to participate in authentic diversity training prior to the start of 2027 ELCA Youth Gathering and future gathering cycles, and be it further
- RESOLVED, that the Minneapolis Area Synod (MAS), meeting in assembly, memorializes the 2025 Churchwide Assembly of the ELCA to request that the ELCA Youth Gathering Team explore options to implement a racial equity audit for the Youth Gathering that would address barriers for participation with the goal of increasing, and strengthening the leadership of our youth participants with nonwhite and intersecting identities.
- RC2024-01 ELCA Commitment to Peacemaking – ADOPTED
- RESOLVED, that the Minneapolis Area Synod (MAS) in Assembly recommit to its work as a synod that seeks peace and pursues it; and be it finally
- RESOLVED, that the Office of the Bishop of the MAS send a pastoral letter to the congregations that encourages use of the ELCA resources, including “For Peace in God’s World” and the accompanying leader’s and participant’s guides, for study in adult and youth programming within the congregations of the synod to equip congregational members to be more effective in their faith-filled response for the sake of the world.

- RESOLVED, that the Minneapolis Area Synod in Assembly commend Bishop Ann Svennungsen for her faithful service; and be it further

- RESOLVED, that the Minneapolis Area Synod, meeting in assembly, instructs the Synod Bishop, Synod Council, and Director of Evangelical Mission (DEM) assigned to the Synod to inform annually all MAS congregations the following: If/when considering development of an additional ELCA worship service and/or ministry primarily with immigrants, communities of color, or other marginalized communities, congregations are instructed to confer with the Mission Table of the Synod before such ministry is started; be it further
- RESOLVED, that the Mission Table will consult with synodical rostered leaders from the same group that the congregation desires to reach out to before any steps are taken leading to such actions; and be it finally
- RESOLVED, that the Mission Table of the Minneapolis Area Synod makes its recommendations on additional worship services and/or ministries with immigrants, communities of color, or other marginalized communities based on the consultation of the above-mentioned synodical rostered leaders to respect ministry that may already be occurring in the particular mission field.

- RC2023-05 Resolution on Equity Inclusion and Interpretation — ADOPTED
- RESOLVED, that the Minneapolis Area Synod provide equitable access to all synod and conference events and gatherings by directing the Synod Council to establish a language-access equity task force that works in conjunction with the Synod Mission Table, the Intercultural Equity Team, and the Synod Treasurer to make all interpretation and translation part of the synod budget beginning with fiscal year 2025.
- RC2022-01 – Resolution on Energy and Carbon Dividend Act – ADOPTED
- RESOLVED, that the Minneapolis Area Synod, meeting in assembly in 2022, direct the Public Voice Table to encourage congregations in our synod to utilize “Carbon Pricing Basics” in adult education offerings; and be it further
- RESOLVED, that the Minneapolis Area Synod rededicates itself to the care of creation and to advocate for social and environmental justice, using the resources of Lutherans for Restoring Creation (lutheransrestoringcreation.org) and other organizations.
- RC2022-02 – Memorial on Energy and Carbon Dividend Act – ADOPTED
- RESOLVED, that the Minneapolis Area Synod meeting in assembly in 2022 memorialize the ELCA Church Council to forward this resolution to ELCA Advocacy offices to advocate for the Energy Innovation and Carbon Dividend Act, or similar legislation, during the 117th United States Congress and, if necessary, future Congresses.
- RC2022-03 – Resolution on Substance Abuse and Addiction – ADOPTED
- RESOLVED, that the Minneapolis Area Synod Assembly direct the Synod Council to respond to the substance abuse crisis by creating a Synod Task Force on Substance Abuse which will advise how Synod leaders and congregations can collaborate and form effective partnerships with state and local authorities and nongovernmental organizations including but not limited to Alcoholics Anonymous, Narcotics Anonymous, Al-Anon, the Center of Addiction and Faith and Fellowship of Recovering Lutheran Clergy; and be it further
- RESOLVED, that the Bishop of the Minneapolis Area Synod appoint members to the Synod Task Force on Substance Abuse including rostered and lay leaders, (especially those with experience-based perspectives) and a Synod staff member with responsibility to support the Task Force; and be it further
- RESOLVED, that participants in the Synod Task Force on Substance Abuse specifically consider those most vulnerable in this crisis–young people, people of color, people who identify among LBGTQIA +, people who have been in prison or jail, military veterans, and people from other groups that are disproportionately affected by this crisis; and be it further
- RESOLVED, that the Synod Task Force on Substance Abuse encourage and promote ways that Synod staff, rostered leaders and congregations can bring hope and healing to those affected by the substance abuse, and in so doing consider the actions suggested by the Center for Faith Based and Neighborhood Partnerships in its Opioid Epidemic Practical Toolkit , and be it further
- RESOLVED, that the Minneapolis Area Synod Assembly direct the Bishop of the Minneapolis Area Synod to share this resolution with the Presiding Bishop of the ELCA and the appropriate ELCA staff and Units to explore the formation of a churchwide task force on substance abuse and addiction that will provide information, support, educational materials and networking for ministries dedicated to combating this crisis.
- RC2022-04 – Memorial on Banning Nuclear Weapons – ADOPTED
- RESOLVED, that the Minneapolis Area Synod in assembly memorialize the 2022 Churchwide Assembly (CWA) to engage the ELCA United Nations and Advocacy offices to take a leadership role in current opportunities (such as the Back from the Brink campaign) to bring together the nine nuclear nations to work toward the implementation of the Treaty on the Prohibition of Nuclear Weapons; and be it further
- RESOLVED, that the Minneapolis Area Synod in assembly memorialize the 2022 CWA to engage the ELCA United Nations and Advocacy offices in urging federal officials to lead a global effort to avert catastrophe and prevent nuclear war by changing United States policy to: renounce the option of using nuclear weapons first again; end the sole, unchecked authority of any president to launch a nuclear attack; take U.S. nuclear weapons off hair-trigger alert; cancel the plan to replace the entire U.S arsenal with enhanced weapons measures; pursue a verifiable agreement among nuclear-armed states to eliminate their nuclear arsenals; and sign and ratify the Treaty on the Prohibition of Nuclear Weapons, now international law; and be it further
- RESOLVED, that this Synod Assembly memorialize the 2022 CWA to ask the Office of the Presiding Bishop to communicate the intent of the Churchwide Assembly to the appropriate federal officials.
- RC2022-05 – Memorial on Emission Reduction – ADOPTED
- RESOLVED, that the 2022 Minneapolis Area Synod, meeting in assembly, memorialize the 2022 Churchwide Assembly (CWA) of the Evangelical Lutheran Church in America to urge the agencies of the ELCA to continue to call upon the leadership of the United States of America to reduce its greenhouse gas emissions by at least 50% by 2030, generate 100% of its power from clean renewable sources by 2035, and achieve net zero emissions by 2050; and be it further
- RESOLVED, that this Synod Assembly memorialize the 2022 CWA to urge the churchwide organization to continue to equip and encourage congregations, synods, and associated ministries to advocate that the United States of America reduce its greenhouse gas emissions by at least 50% by 2030, generate 100% of its power from clean renewable sources by 2035, and achieve net zero emissions by 2050; and be it further
- RESOLVED, that this Synod Assembly memorialize the 2022 CWA to encourage congregations and synods to advocate for a just transition away from greenhouse gasses where at least 40% of the funding goes towards projects that directly benefit Indigenous, Black, People of Color, and communities impacted by poverty that bear a disproportionate cost of pollution and climate change already; and be it further
- RESOLVED, that this Synod Assembly memorialize the 2022 CWA to urge the churchwide organization to support these actions through investments in staff, education, tools and resources that equip congregations and Synods to accomplish this goal and leverage knowledge, skills and experience across the church
- RESOLVED, that this Synod Assembly memorialize the 2022 CWA to encourage ELCA members, rostered leaders, and bishops to further educate themselves to the urgency of the climate emergency both locally and globally as well as to the local and global opportunities a just transition will create; and be it further
- RESOLVED, that this Synod Assembly memorialize the 2022 CWA to encourage ELCA rostered leaders and bishops to lift up loving our neighbor in response to the climate emergency through their preaching at least once a month; and be it further
- RESOLVED, that this Synod Assembly memorialize the 2022 CWA to urge the churchwide organization to encourage and cooperate with Lutherans Restoring Creation and other faith-based and secular organizations that share our commitment to the protection and restoration of the natural world while doing justice for all.

- RESOLVED that the Minneapolis Area Synod in Assembly receive through acclamation Holy Cross Lutheran Church as a congregation of the MAS, and be it further
- RESOLVED, that Holy Cross Lutheran Church join the South Minneapolis Conference of the MAS, and be it finally

- RC2021-01 Resolution concerning Ethiopia – ADOPTED
- RESOLVED, that the Office of the Bishop of the Minneapolis Area Synod, where so many Ethiopian expatriates now call home, contact the Office of the Presiding Bishop of the Evangelical Lutheran Church in America to request that, as soon as possible, ELCA representatives contact representatives of the Lutheran World Federation, the World Council of Churches, and the Office of the Prime Minister of Ethiopia to seek a resolution to the arrest, detention, incarceration and human rights violations of Oromo people within Ethiopia.
- RC2021-02 Memorial concerning Ethiopia – ADOPTED
- RESOLVED, that the Minneapolis Area Synod in assembly memorializes the Office of the Presiding Bishop of the ELCA to call upon the Office of the Prime Minister of Ethiopia to respect and uphold the human rights and security of all Ethiopian people and refrain from arbitrary arrest and incarceration, especially through the targeting of Oromo people and respect the rule of law; and be it further
- RESOLVED, that the Minneapolis Area Synod in assembly memorialize the Office of the Presiding Bishop, through the ELCA’s United Nations Office, to call upon the Ethiopian Evangelical Churches Council, and all other faith groups within the country, to help to resolve all differences between the government and the opposition parties peacefully so that peace prevails, and necessary normal governing functions can prevail, including peaceful elections and the transfer of power according to the law of the land; and be it further
- RESOLVED, that the Minneapolis Area Synod in assembly memorialize the Office of the Presiding Bishop to call upon the President of the Lutheran World Federation and the General Secretary of the World Council of Churches to assist these faith communities in facilitating the discussions leading to peace in the land and to provide technical support as needed; and be it further
- RESOLVED, that the Minneapolis Area Synod in assembly memorialize the Office of the Presiding Bishop to call upon the Office of the Prime Minister of Ethiopia to realize that perpetual state of war, human rights abuse, injustice, imprisonment and killings never provide solutions; and instead, to opt for peaceful solutions and goodwill among all the people of Ethiopia; and be it finally
- RESOLVED, that the Minneapolis Area Synod in assembly memorialize the Office of the Presiding Bishop to call upon the Office of the Prime Minister of Ethiopia to release all political prisoners without any precondition and call all political and concerned parties into a national dialogue to resolve the ongoing conflict.

- RESOLVED, that in response to the Anishinaabe Water Protectors’ invitation and Minneapolis Area Synod Bishop Ann Svennungsen’s statement of February 8, 2021, the Minneapolis Area Synod, meeting in assembly in 2021, supports the statement of Bishop Svennungsen opposing the construction of the Line 3 pipeline; and be it further
- RESOLVED, that Bishop Svennungsen deliver her statement of February 8, 2021, in opposition to the Line 3 pipeline to the Office of the Governor of the State of Minnesota and, in consultation with ELCA Presiding Bishop Elizabeth Eaton, to the ELCA Advocacy Office in Washington, D.C., and be it finally
- RESOLVED, that the Minneapolis Area Synod, meeting in assembly in 2021, encourage its congregations to become educated about the Line 3 construction.
- RC2021-04 Resolution Concerning Banning Nuclear Weapons – ADOPTED
- RESOLVED, that the Office of the Bishop of the Minneapolis Area Synod communicate to members of Congress who represent members of congregations within the synod boundaries and to Minnesota U.S. Senators the request for them to take a leadership role in efforts to bring together the nine nuclear nations to work toward the total elimination of nuclear weapons as stipulated in the Treaty on the Prohibition of Nuclear Weapons.

- RESOLVED, that the Minneapolis Area Synod support the efforts of companies to purchase conflict-free minerals and support transparent supply chains in the DRC; and be it further

These arenas include, but may not be exclusive to, Synod Council and Churchwide Assembly voting members; and be it further

- RESOLVED that the Unite Table of the Minneapolis Area Synod (MAS) work with the Bethel and BOLD congregations to create a collection of resources educating all synod congregations about Deaf culture, share these resources with every congregation of the Synod within one year, and include in these resources ways in which each congregation can support the ministries of the ELDA; and be it further
- RESOLVED that the MAS communications staff ensure that all publicly shared videos are accessible to the Deaf culture with at least closed captioning, but preferably an ASL insert within each video, prior to any video being shared publicly.
- RC2020-03 Action Regarding Climate change – ADOPTED
- RESOLVED that congregations in the Minneapolis Area Synod (MAS) are urged to both take time to discern how each is uniquely called and equipped to respond to the climate emergency before the Season of Creation begins on September 1; and take bold action on climate justice in political and collective ways as a form of living out a call to love and serve our neighbors and all creation before election day on November 3 and/or during the 2021 Minnesota legislative session [5]; and be it further
- RESOLVED that each MAS congregation is urged to incorporate themes of climate justice in preaching and worship at least once between World Day of Prayer for Creation (September 1, 2020) and St. Francis of Assisi’s commemoration day (October 4, 2020) [6]; and be it further

- RESOLVED that the Bishop of the Minneapolis Area Synod urge U.S. Representatives in Congregational Districts 1, 2, 3, 5, 6, and 8, and U.S. Senators for Minnesota to take a leadership role in current opportunities to bring together the nine nuclear nations to work toward the total elimination of nuclear weapons and the signing and ratification of the Treaty on the Prohibition of Nuclear Weapons.
- RC2020-06 Sanctuary Synod Status – REVISED AND ADOPTED
- RESOLVED that the Minneapolis Area Synod (MAS) define sanctuary as not only the provision of shelter, but also: a response to raids, detentions, deportations, and the criminalization of immigrants and refugees; a strategy to fight individual cases of deportation, to advocate for an end of mass detention, and to amplify immigrant voices; a vision for what our communities and world can be; and a moral imperative to take prophetic action of radical hospitality rooted in the ancient traditions of our faith communities; and be it further
- RESOLVED that the MAS declare itself a Sanctuary Synod of the ELCA, ready to protect refugees and undocumented persons from arrest and deportation by Immigration and Customs Enforcement (ICE), in partnership with organizations including Lutheran Immigration and Refugee Services, Immigrant Law Center of MN, Advocates for Human Rights, ISAIAH’s Sanctuary Network, Legal Rights Center, Arrive Ministries, International Institute of Minnesota, and the Interfaith Coalition on Migration; and be it further
- RESOLVED that the Minneapolis Area Synod encourage the Joint Minneapolis Area Synod and St. Paul Area Synod AMMPARO (Accompanying Migrant Minors with Protection, Advocacy, Representation, and Opportunities) Task Force to recruit leaders from congregations across the synod to join the leadership of the task force, invite congregations to become AMMPARO Welcoming congregations, and, in coordination with the Churchwide organization, develop and provide resources for congregations to discern the call to sanctuary, learn about sanctuary and immigration in the U.S., and partner with local immigrant-led organizations in their community; and be it further

- THEREFORE BE IT RESOLVED,
- We call upon all synods in their 2020 assemblies to include celebration and special recognition of ordained women upon the 50th anniversary of authorizing this ordination practice; and
- We call upon our seminaries, colleges, campus ministries, outdoor ministries, social ministry organizations, synods, and congregations to highlight women preachers, teachers and speakers throughout 2020 in recognition of the diversity of gifts women’s ordination has brought to our church; and
- We call upon congregations throughout the ELCA to participate in the 50th anniversary of the ordination of women in our church through worship services, bible studies and other efforts to celebrate and recognize the importance and contributions of ordained women; and
- We call upon all members of this church to examine our consciences, and confess our sins and complicity in whichever circumstances by the outright or silent actions women have faced including barriers, discrimination, or sexual harassment as they prepared for and served as ordained women in this church; and
- We call upon this church to renew efforts in education on the intersection of the sins of sexism, racism, homophobia, transphobia, and classism, and develop healing interventions offering hope and support to those who experience these sins to the point of despair about ministry; and
- We call upon our seminaries to include intentional coursework and resources to equip pastoral leaders in identifying and ministering in situations of gender-based discrimination and violence; and
- We urge all congregations, synods, and the churchwide organization in 2020 to conduct a gender analysis wherein each can develop strategies to promote and protect gender equity and justice, with particular focus on addressing the areas of preparation for ministry, call process including first calls, mobility, compensation, ministry roles, and debt following seminary education; and
- We call upon this church to establish goals and strategies in each synod of achieving for ordained women comparable compensation with that of ordained men in all calls by 2025, reporting the outcome of this action step at the Churchwide Assembly in 2026; and
- We call upon this church to establish goals and strategies in each synod of achieving for ordained women access to ministry roles where women are currently underrepresented, with a particular focus on the challenges faced by women of color receiving viable first and second calls; and
- We call upon the churchwide expression’s Domestic Mission Unit to develop, undertake, and successfully complete a strategy specifically related to the debt of women of color after seminary; and
- We call upon all candidacy committees to examine their practices in light of the findings in the 45th anniversary research; and
- We request the Office of the Presiding Bishop to provide in 2025 updated research on achievement of these initiatives and other matters pertinent to the full and just participation of ordained women in this church; and
- We request all church publications to plan features in 2020 on the ordination of women, lifting up the amazing talents and gifts this church has received from its ordained women, the barriers ordained women still experience in this church, and the steps outlined in this memorial to overcome these barriers; and
- We invite the prayers of all members of this church for the successful outcome of these initiatives.
- RC2018-05 Resolution Concerning Bylaws Governing the Finance Committee and Audit Committee – ADOPTED
- RESOLVED that the following bylaw S11.01.03 be deleted:
S11.01.03. The Finance Committee of this synod shall consist of three to six persons. The Finance Committee members shall be elected by the Synod Council for a term of three years and be eligible for re-election to a second consecutive three-year term. The terms of the Finance Committee members shall be staggered. The Finance Committee shall be responsible for assisting the Synod Council in fulfilling its general oversight of the synod’s accounting, financial reporting, and internal control systems as provided in S15.31.

- RESOLVED that the Minneapolis Area Synod encourage its congregations and members to engage in one or more of the following actions by the 2018 Synod Assembly:
- sponsor one or more educational sessions on Islam or on interrupting religious bias, or partner with another congregation in doing so.
- reach out to build relationships in their neighborhood with a non-Christian place of worship or another religious institution, particularly any being targeted for hostile words and actions.
- write and endorse a statement condemning hostility in the name of religion and expressing solidarity with members of other faith traditions.
- initiate and engage in inter-religious service projects which include spiritual reflection and discussion.
- engage in advocacy actions, such as writing to school officials requesting training for faculty and staff in understanding Islam and dealing with religious diversity; writing letters to the editor or contacting legislators advocating for protection of religious minorities; advocating for respect and accommodation in individual workplaces for religious diversity, and be it further
- RESOLVED, that the Minneapolis Area Synod Council establish a task force to make resources available for education on Islam and on leading skillful, effective interfaith initiatives.

- 1. Amend Bylaw S6.03.05 to conform with changes made to the Augsburg College constitution by addition of the underlined text and deletion of the stricken text:
- RESOLVED, that the Minneapolis Area Synod in Assembly adopt the following constitutional changes
S6.03.05. This synod acknowledges its responsibility to provide spiritual guidance and 18 leadership resources to Augsburg College. It is further acknowledged that this synod is responsible for electing persons delegates to the Governing Membership of Augsburg College and, in partnership with the ELCA, providing financial support to church higher education of the ELCA.
This synod The Synod Assembly shall elect 29 8 persons to the Governing Membership. The Synod Assembly shall elect 20 persons and the Synod Council shall elect nine person. Election shall be for a two-year term. No delegate may serve more than two consecutive terms.
- Adopt Bylaw S7.11.01, at the recommendation of the 2016 ELCA Churchwide 28 Assembly:
S7.11.01 The time and place of the Minneapolis Area Synod Assembly shall be determined by the Synod Council. The time and place for the next regular assembly normally shall be announced 6 months prior to the assembly.

S7.23.01 Retired ordained ministers Ministers of Word and Sacrament on the roster of this synod 38 shall, in caucus, elect 10% of their number to be voting members of the Synod Assembly prior to the first business session of each regular and special meeting of the Synod Assembly; all others shall be advisory members with voice but not vote.

S14.33. The minister of Word and Service shall become a member of the congregation upon receipt and acceptance of the letter of call. In a parish of multiple congregations, the minister of Word and Service shall hold membership in one of the congregations.
S14.34 Each minister of Word and Service on the roster of this synod shall submit a report of his or her ministry to the bishop of the synod at least 90 days prior to each regular meeting of the Synod Assembly.
S14.42. No minister of Word and Service shall accept a call without first conferring with the bishop of this synod. A minister of Word and Service shall respond with an answer of acceptance or declination to a letter of call within 30 days of receipt of such call. In exceptional circumstances with the approval of the bishop of this synod and the chair of the Congregation Council of the congregation issuing the call, and additional 15 days may be granted to respond to a letter of call.
S14.47. All ministers of Word and Service under a call shall attend meetings of the Synod Assembly, and the ministers of Word and Service of congregations shall also attend the meetings of the conference, cluster, coalition, or other area subdivision to which the congregation belongs.

- RESOLVED, that the 2016 Minneapolis Area Synod Assembly explicitly and clearly repudiates the European Christian-derived “doctrine of discovery” and its continuing impact upon tribal governments and individual tribal members to this day, acknowledges the unearned benefits this church has received from the evils of colonialism in the Americas, repents of this church’s complicity in this doctrine, and memorializes the 2016 ELCA Churchwide Assembly to join with the Evangelical Lutheran Church in Canada, The Episcopal Church, The United Church of Christ, The United Methodist Church and The Moravian Church in doing the same, and be it further
- RESOLVED that the 2016 Minneapolis Area Synod Assembly memorializes the 2016 ELCA Churchwide Assembly to join it in offering herewith a statement of repentance and reconciliation to Native nations in this country for damage done in the name of Christianity and “civilization,” requesting the Office of the Presiding Bishop to plan an appropriate ELCA national ceremony of repentance and reconciliation with tribal leaders, and provide resources for similar synodical and congregational observances with local tribal leaders, at all such times and places as are appropriate, and be it further
- RESOLVED that the 2016 Minneapolis Area Synod Assembly memorializes the 2016 ELCA Churchwide Assembly to request that the ELCA, with the help of Native communities, commit itself to the development of resources in the next triennium, to help its congregations and people understand and reduce the negative impact of the “doctrine of discovery” and its consequences for Native people in North America, and be it finally
- RESOLVED, that the 2016 Minneapolis Area Synod Assembly memorializes the 2016 ELCA Churchwide Assembly to request that the ELCA Congregational and Synodical Mission Unit bring forward to the 2019 Churchwide Assembly a renewed strategy for ministry with Native people in the ELCA and accompaniment with North American Native communities generally, with a particular commitment to long-term, stable funding of ELCA American Indian and Alaska Native ministries, increasing partnerships with congregations and synods in the ELCA, and promoting efforts with the Native communities within which our congregations and synods reside.

- RESOLVED, that the 2016 Minneapolis Area Synod Assembly memorialize the Office of the Presiding Bishop of the Evangelical Lutheran Church in America to direct the appropriate churchwide unit to provide to every active rostered leader resources to locate each congregation within its watershed district, watershed management area, or county planning departments, so that intercessory prayers can regularly include petitions naming specific watersheds, and let it be further
- RESOLVED, that the 2016 MAS Assembly memorialize the Office of the Presiding Bishop of the Evangelical Lutheran Church of America to direct the appropriate churchwide unit to provide resources to congregations and individual members to encourage and support conservation and prayerful stewardship of water resources.
- RESOLVED, that the 2016 MAS Assembly memorialize the Office of the Presiding Bishop to encourage congregations to bring containers of water from the local watershed into the sanctuary, to remind us that we are baptized in particular places, and let it be further
- RESOLVED, that the 2016 MAS Assembly memorialize the Office of the Presiding Bishop of the Evangelical Lutheran Church in America to direct the appropriate churchwide unit to continue to develop strategies and provide resources to support areas struggling with natural or human-caused disasters that impact access to clean water, such as water contamination, drought, and floods – with an awareness that the impact of our environmental actions has disproportionate implications for communities of color and people with lower incomes, and let it be finally
- RESOLVED, that the Office of the Presiding Bishop encourage congregations to plan events outside their doors, within their watersheds, utilizing the many biblical themes of renewal and liberation that water affords.
- Resolution for the Dissolution of LCMM
- RESOLVED, that the Minneapolis Area Synod, in assembly, authorize its bishop and synod council – in cooperation with their counterparts in the other five Minnesota synods and the LCCM, Inc. board of directors – to take all steps necessary to dissolve LCMM as soon as is reasonably practicable; and be it further
- RESOLVED, that the Minneapolis Area Synod Council, in consultation with the governing boards of the CMAs located on the territory of the synod, formulate a plan to assure that, between May 7, 2016 and January 31, 2018
- Ownership of all LCMM assets – including clear title to all campus ministry buildings and real estate – is transferred from LCMM to the appropriate CMAs;
- Budgeted contributions from the synod for campus ministry are redirected from LCMM to the CMA(s) on the territory of the synod, and other Minnesota CMAs, if so desired;
- Members of the board of LCMM are discharged from their duties and thanked for their service;
- Any other steps necessary to dissolve LCMM are taken; and
- A synod leadership group is given responsibility for coordinating the ways in which the synod and the ELCA churchwide organization will tend and nurture the CMAs located on the territory of the synod; and be it finally

- RESUELTO, que el Sínodo del Área de Minneapolis (MAS) brinde oportunidades para la educación y capacitación continua para líderes registrados sobre el tema del acompañamiento a inmigrantes; y es
- RESUELTO además, que la Obispa del MAS designe un grupo de trabajo sinodal sobre inmigración para lograr los siguientes objetivos concretos: identificar mayores fuentes de financiamiento y coordinar una apelación a nivel sínodo para el beneficio de nuestros ministerios estratégicos y los inmigrantes y refugiados dentro del sínodo; seleccionar recursos de asistencia legal para personas dentro del sínodo; y trabajar con la oficina de la Obispa del MAS para coordinar la educación, los recursos y el financiamiento para este trabajo; y sea además
- RESUELTO, que se aliente a las congregaciones a hacer uso de las oportunidades de capacitación y los recursos proporcionados por el sínodo y las organizaciones sin fines de lucro que sirven a los inmigrantes, como AMPARRO, Global Refuge y Lutheran Social Services; realizar ofrendas especiales en apoyo de organizaciones sin fines de lucro enfocadas en inmigrantes o ministerios estratégicos y orar por las comunidades inmigrantes en sus servicios de adoración regularmente; y sea además
- RESUELTO, que la Obispa de la MAS priorice el llamado a la acción y la defensa de los inmigrantes y refugiados a nivel legislativo estatal y federal e implemente las recomendaciones del grupo de trabajo sobre inmigración.
- RC2025 04 – Resolución: Repuesta a la Destrucción de los Palestinos
- RESUELTO, que el Sínodo del Área de Minneapolis (MAS) actuando en asamblea rechace la complicidad silenciosa con la destrucción de los palestinos, y es
- RESUELTO además, que esta Asamblea le pida a la Obispa del MAS que hable a favor del valor de todas las vidas en las Tierras Santas – judías, musulmanas, cristianas, árabes y de Medio Oriente – y que comunique a los miembros del área del MAS en el Congreso y a los senadores estadounidenses de Minnesota que el MAS les pide que dejen de usar nuestros dólares de impuestos estadounidenses para financiar armas que potencialmente dañen a los palestinos y otros civiles en países adyacentes, y en su lugar prohíban proporcionar armamento y asistencia militar; y sea además
- RESUELTO, que la MAS rechace las definiciones de antisemitismo que no distinguen entre el odio a los judíos y la crítica al Estado de Israel, y toda islamofobia y antisemitismo que daña a nuestros vecinos musulmanes y judíos a nivel local y global, y sea además
- RESUELTO, que esta Asamblea solicite a la MAS y sus congregaciones, de acuerdo con la decisión de revisión de 2016, que revisen las inversiones actuales y futuras que se benefician de las violaciones de Israel a los derechos humanos palestinos.
- RC2025 05 – Memorial: Respuesta a la Destrucción de los Palestinos – ADOPTADO
- RESUELTO QUE el Sínodo del Área de Minneapolis en asamblea conmemore la Asamblea de Churchwide de 2025 de la ELCA para ordenar a la organización de Churchwide que aumente la conciencia de la necesidad de unidad en una región que es el hogar de musulmanes, judíos y cristianos, y utilice recursos para apoyar los esfuerzos que se necesitan para recuperar, reconstruir y unificar invirtiendo en ayuda humanitaria y reconstrucción de Gaza y otras áreas afectadas de la Palestina ocupada a través del apoyo a instituciones establecidas y a través de donaciones designadas para la “Crisis del Medio Oriente”, y
- para amplificar la demanda de que los Estados Unidos cese el apoyo financiero para armas y tecnologías relacionadas a Israel mientras reprendemos la opresión y las muertes sin sentido de inocentes; y
- rechazar las definiciones de antisemitismo que no distinguen entre el odio a los judíos y la crítica al Estado de Israel, y toda islamofobia y antisemitismo que perjudica a nuestros vecinos musulmanes y judíos a nivel local y global, y

- RESUELTO, que el Sínodo del Área de Minneapolis (MAS), reunido en asamblea, conmemore la Asamblea Nacional de la ELCA de 2025 para solicitar que la Asamblea de Jóvenes de la ELCA de 2027 El Equipo de Reunión trabajará con el Sínodo del Área de Minneapolis para crear un equipo de respuesta rápida que estará disponible durante la Reunión de Jóvenes de la ELCA de 2027 con el fin de aumentar la conciencia cultural y reducir los daños durante el evento.
- SE RESUELVE que el Sínodo del Área de Minneapolis (MAS), reunido en asamblea, recuerda a la Asamblea Nacional de la ELCA de 2025 y solicita al Equipo de Reunión de Jóvenes de la ELCA que continúe expandiéndose y que todo el personal, los voluntarios y los líderes participantes participen en una capacitación auténtica sobre diversidad¹ antes del inicio de la Reunión de Jóvenes de la ELCA de 2027 y de futuros ciclos de reuniones.

- SE RESUELVE QUE, el Sínodo del Area de Minneapolis (SAM) actuando en asamblea le pida al obispo del SAM que comunique a los miembros del área del SAM del Congreso y los Senadores por Minnesota del Senado de los Estados Unidos que este Sínodo les solicita que asuman la responsabilidad Constitucional del Congreso de evaluar la cuestión de los Estados Unidos de América haciendo la guerra en Ucrania.
- RC2023-02 Resolución sobre las Relaciones con New Start y Strategic Ministries – adoptado
- SE RESUELVE QUE: El Sínodo del Área de Minneapolis, reunido en asamblea, instruya al(la) Obispo del Sínodo, Consejo Sinodal, y al Director(a) de la Misión Evangélica (DME) asignado al Sínodo que informen lo siguiente de forma anual a las congregaciones del SAM: Si/cuando se considere el desarrollo de un servicio de adoración adicional de la IELA y/o un ministerio principalmente de inmigrantes, comunidades de color, u otras comunidades marginadas, se instruye a las congregaciones a que consulten con el Consejo de la Misión del Sínodo (Mission Table en inglés) antes de comenzar con dicho ministerio, y también

- Resuelto, que el Sínodo del Área de Minneapolis en asamblea solicita en Asamblea de toda la Iglesia (CWA) de 2022 que involucre a las oficinas de Naciones Unidas y Promoción de ELCA para que asuman un papel de liderazgo en las oportunidades actuales (como la campaña Back from the Brink) para reunir a las nueve naciones nucleares para trabajar hacia la implementación del Tratado sobre la Prohibición de las Armas Nucleares; y además sea
- Resuelto, que el Sínodo del Área de Minneapolis en asamblea solicita en la CWA 2022 para involucrar a las oficinas de Naciones Unidas y Promoción de ELCA para instar a los funcionarios federales a liderar un esfuerzo global para evitar una catástrofe y prevenir la guerra nuclear cambiando la política de los Estados Unidos para: renunciar a la opción de usar armas nucleares primero nuevamente; poner fin a la autoridad única y sin control de cualquier presidente para lanzar un ataque nuclear; hacer que las armas nucleares de EE.UU. dejen de estar en alerta instantánea; cancelar el plan para reemplazar todo el arsenal estadounidense con medidas de armas mejoradas; buscar un acuerdo verificable entre los Estados con armas nucleares para eliminar sus arsenales nucleares; y firmar y ratificar el Tratado sobre la prohibición de las armas nucleares, actualmente de derecho internacional; y además sea

- RC2022-05 Solicitud pidiendo la reducción de las emisiones de gases de efecto invernadero de los Estados Unidos para 2030
- RESUELTO, que el Sínodo del Área de Minneapolis de 2022, reunido en asamblea, conmemora la Asamblea de toda la Iglesia (CWA) de 2022 de la Iglesia Evangélica Luterana en América para instar a las agencias de la ELCA a continuar pidiendo al liderazgo de los Estados Unidos de América que reduzca sus emisiones de gases de efecto invernadero en al menos un 50% para 2030, generar el 100% de su energía a partir de fuentes renovables limpias para 2035, y lograr cero emisiones netas para 2050; y vaya más allá
- RESUELTO, que esta Asamblea del Sínodo solicita a la CWA 2022 para instar a la organización de toda la iglesia a continuar equipando y alentando a las congregaciones, sínodos y ministerios asociados a abogar para que los Estados Unidos de América reduzcan sus emisiones de gases de efecto invernadero en al menos un 50% para 2030, generen el 100% de su energía a partir de fuentes renovables limpias para 2035, y logre cero emisiones netas para 2050; y además sea
- RESUELTO, que esta asamblea del sínodo solicita a la 2022 CWA para animar a las congregaciones y a sínodos que aboguen por una transición justa que aminore gases de invernadero adonde por lo menos 40% del financiamiento sea para proyectos que beneficien directamente a personas indígenas, de raza negra, de color, y comunidades afectadas por la pobreza que afrontan un costo desproporcionado de contaminación y cambio climático; y además sea

- RESUELTO, que el obispo del Sínodo del Área de Minneapolis informe con prontitud la recepción de la Iglesia Luterana de la Santa Cruz en el MAS a la Secretaria de ELCA para su inclusión en la lista de congregaciones de ELCA
